A rape crisis center or another domestic abuse shelter may keep domestic violence records and other client data.If disclosure would result in private advantage and public damage, commercially valuable information, such as designs, equations, research data, or drawings collected within five years of a request are kept securely by government agencies.Intra-agency memorandums, recommendations, and policy opinions are preliminary notes and drafts that governmental staff cannot reveal.The custodian must secure public safety and security records produced or kept to prevent or respond to criminal terrorist attacks or other acts that endanger public safety.Government staff cannot disclose a law enforcement department's investigation and intelligence records identifying witnesses and crime victims.
